Three things decide it: what the water was, how long it sat, and what the material is. Clean supply water caught in the first day, in solid materials, usually dries in place. Contaminated water, or any water that has been sitting for several days in Florida humidity, generally means the porous material it soaked comes out. Everything else is a judgment made from meter readings rather than from how the room looks.

Drying in place is cheaper, faster and less disruptive, and for a lot of clean-water jobs it is the right answer. It works when the water was clean, the response was quick and the wet materials are ones that give their water back: framing, subfloor, a concrete slab, solid wood, hard surfaces on a slab.
It also works when air can actually reach the wet material. Sometimes that means small, agreed access points at the base of a wall or under a cabinet kick rather than removing whole sections. That is a much smaller job than a tear-out and it keeps your finishes intact.

Category is the first hard line. Anything soaked by a sewage backup or by water that came in from outside during a storm is treated as contaminated, and porous material that held it is removed rather than dried. That is not a sales decision; it is what makes the space safe to use again.
Time is the second. A wall that has been wet for a week in Orlando humidity is a different object from a wall that was wet for six hours, even if the water was clean. Once growth is present, the work shifts toward mold remediation with containment, and drying alone no longer answers it.
The third is the material itself. Carpet pad, fiberglass insulation and the particle board in most cabinet bases hold water and lose their structure. They are usually cheaper to replace than to chase dry, and chasing them dry extends the job for everyone.
